Who we are and what these terms cover
These Terms of Use apply to the duomenys.svietimas.lt dashboard, its website chatbot when available, and our Model Context Protocol (MCP) service. They explain the conditions for using these services and reusing our content. Please read them before using the services. If you do not agree to these terms, do not use the services.
The services are developed and operated by VšĮ Švietimas numeris vienas (Švietimas #1).

Our services
- The dashboard presents public Lithuanian education information through charts, maps, tables and downloadable datasets.
- The website chatbot uses AI models and our data tools to answer questions about education data.
- The MCP service provides read-only access to public datasets, statistics, descriptions and articles through any compatible chat client or application. It is independent of any particular client.
Access to our services is currently free and does not require an account with us. External chat clients and other third-party services may have their own charges and conditions. Any future paid service we offer will have its price and conditions disclosed before you choose to purchase it.
Who may use the services
You must be at least 18 years old to use the website chatbot. People under 18 are not permitted to use that chatbot.
The 18+ requirement in these Terms applies only to the website chatbot. It does not apply to browsing the dashboard, downloading public data or using our MCP service. Your chosen external chat client or application may impose its own age requirements and conditions.
If you use the services on behalf of an organisation, you must have authority to act for that organisation.
Education data and AI answers
We aim to present useful and accurate information, but source data, calculations and explanations may contain errors, omissions or delays. Results may differ because of reporting periods, definitions, source revisions or the way information is aggregated. We identify original sources where available and are not the original publisher of the underlying public datasets.
AI-generated answers may be incorrect, incomplete or misleading, even when they sound confident. Check relevant source data, dates and methodology before relying on an answer for an important decision or publication. Our services provide general information and analysis; they do not issue official decisions or replace advice from a qualified professional where such advice is needed.
Please report suspected errors to info@svietimas.lt with the relevant page, dataset or answer and enough detail for us to investigate.
Reusing content and attribution
To the extent that we hold the relevant rights, we grant you a non-exclusive, worldwide, royalty-free permission to copy, share and adapt our original charts, explanations and analyses, including for commercial purposes, without asking for separate permission.
When reusing this material, credit VšĮ Švietimas numeris vienas / duomenys.svietimas.lt, include a link to the relevant page where reasonably possible, and indicate any changes you make. Do not imply that we endorse you, your product or your interpretation.
Underlying datasets, third-party articles, maps and other third-party material remain subject to their applicable licences and rights. Follow any source-specific attribution or reuse conditions. Our permission does not grant rights that belong to others or restrict reuse rights you already have under law or an existing licence.
Our name and logo may be used to identify the source of material, but this permission does not allow you to present them as your own brand or imply an affiliation with us. These terms do not grant a licence to our software source code.
MCP integrations and automated access
You may connect compatible clients to our MCP service and integrate it into your own products or services, including paid products, without separate approval. Normal automated queries and downloads are permitted. The content reuse and attribution conditions above apply to material you reproduce through an integration.
Respect any technical or published usage limits. Do not bypass restrictions or generate traffic that disrupts the service for others. We may introduce proportionate limits to protect availability and manage costs.
If you operate an integration, you are responsible for its behaviour, the information you give your users and your own handling of their data. Clearly distinguish your product from ours and do not promise availability, accuracy or support on our behalf.
Responsible use
When using our services, you must not:
- Use them unlawfully or infringe another person's privacy, intellectual property or other rights.
- Attempt to gain unauthorised access, compromise security, introduce malicious code or interfere with the operation of the services.
- Deliberately overload the services or evade access restrictions or usage limits.
- Impersonate us, falsely claim our endorsement, or knowingly present altered material as an unaltered official statement from us.
Do not submit sensitive or confidential information, or identifiable information about children, to the website chatbot. Submit only content that you are entitled to provide.
Chatbot submissions, AI providers and privacy
You retain any intellectual property rights you hold in your submissions. To the extent those rights are needed, you give us permission to process and use your submissions, including through our service providers, to provide the chatbot and carry out the improvement activities described in our Privacy Policy. This permission does not transfer ownership of your submissions or waive your data protection rights.
The Privacy Policy explains conversation storage, human review, evaluation, our model training or fine-tuning, and AI providers' permitted use of content for their own training and improvement. It also explains retention, international processing and your rights. These terms do not replace that policy or constitute consent to personal-data processing.
We may change the models used by the website chatbot. Requests may be routed or retried among eligible AI providers. Applicable model usage restrictions also apply when using those models; OpenRouter's provider directory links to the relevant provider terms. Rights in AI-generated output depend on applicable law and provider terms, and we do not promise that an answer is unique or free of third-party rights.
Using the MCP service through your own client does not itself send your conversation through our website chatbot's AI and conversation-storage services. Your external client is responsible for its own processing, subject to its own terms and privacy policy.
Availability, changes and restrictions
We may update data, correct errors, change features or models, and temporarily interrupt access for maintenance, security or technical reasons. We do not promise uninterrupted access, a fixed update schedule or continued availability of a particular dataset, model or tool.
We may proportionately restrict or suspend access where necessary to address misuse, security risks, excessive load or legal requirements. We will provide an explanation where reasonably practicable, unless doing so would compromise security or conflict with a legal obligation. You can contact us if you believe a restriction was applied incorrectly.
If we discontinue a service or make a material change affecting ongoing use, we will provide notice where reasonably practicable and as required by law. These provisions do not remove any mandatory rights you have concerning the supply or conformity of a digital service.
Responsibility and your legal rights
We are responsible for losses caused by our breach of these terms or a legal duty to the extent required by applicable law. To the extent permitted by law, we are not responsible for losses that were not reasonably foreseeable or for independent acts of third-party providers that we do not control. This does not exclude responsibility that the law places on us for selecting or using those providers.
Nothing in these terms excludes or limits liability for fraud, intentional misconduct, gross negligence, or any other liability that cannot lawfully be excluded or limited, including liability for death or personal injury where applicable. Your mandatory consumer and data protection rights remain unaffected.
Questions, complaints and applicable law
For questions, complaints or error reports, email info@svietimas.lt or write to the address above. Explain the issue and the outcome you are seeking. Where Lithuanian consumer complaint rules apply, we will provide a reasoned written response within 14 days of receiving your complaint. Requests concerning personal data are handled as explained in the Privacy Policy.
If a consumer dispute remains unresolved and falls within its jurisdiction, you may contact the Lithuanian State Consumer Rights Protection Authority (Valstybinė vartotojų teisių apsaugos tarnyba), A. Goštauto g. 12, LT-01108 Vilnius, Lithuania. Information about submitting a complaint is available on its website, and applications can be submitted through the Consumer Rights Information System (VTIS). This does not prevent you from seeking a remedy through the competent courts.
These terms are governed by Lithuanian law. If you are a consumer, this choice does not deprive you of mandatory protections available under the law of your country of habitual residence where those protections apply. The courts with jurisdiction are determined by applicable law.
Changes to these terms
We may update these terms to reflect changes to the services, applicable law or how the services may be used. The date at the top identifies the latest version. We will make material changes visible on the website and give advance notice where required by law. Updated terms apply to future use and do not retrospectively remove rights or claims that have already arisen.
